well thunderstorms are one of the worst because of the wind shear and strong downdraft associated with them.
2 :
At the departure airport, the about the only thing locally that would delay the take of would be a thunderstorm directly over the airport or right in the departure path. Any steady wind short of a hurricane would not be likely to delay departure. You should know that thunderstorms are pretty common in summer, but most of them are relatively small and isolated, so airliners just fly around them. The link below is a great example of how airliners handle thunderstorms - it shows the movements of the entire FedEx fleet as a thunderstorm arrives at their Memphis hub as they are all inbound. http://www.alexisparkinn.com/photogallery/Videos/2006-5-5_FedExDiversions.wmv
3 :
Low/nill visibility on the ground at either the departure or arriving airport. Snow, Ice on the runway.Strong winds,(> 20-25mph)at ground level, Severe Thunderstorms in the vicinity of the airport, Hurricane, etc.

I need to store 2 carry-on sized bags near a Bart station in San Francisco, need a suitable public locker.
I need to store 2 carry-on sized bags near a Bart station in San Francisco, need a suitable public locker.?
I need to kill 3 or 4 hours in San Francisco before my red-eye flight leaves, but the only BART station in the city with lockers is Balboa..and there are only 12. I need a public locker big enough to hold 2 carry-on size bags near a BART station.

I would take the Bart to the airport and check your bags in - then go kill time in SF. I think that you will find it almost impossible to store 2 large bags anywhere.
2 :
go to a hotel near where you will be killing time and have your bags checked by the doorman. they'll hold them for a few hours. i would trust that more than a BART locker.

Get a good map and chart your trip so that you can hit all 5 bridges. Guess you know that you'll be paying $$ to use the bridges....
2 :
Try 101 North Then East on the Dumbarton. 880 North, then West on the San Mateo. 101 North, again, into San Francisco. Catch 80 East, crossing on the Bay Bridge. 80 North to the Richmond/San Rafael Bridge, 101 South and cross the Golden Gate into San Francisco. I'ts a roundabout route, but this should let you cross all five bridges and not have to duplicate any part of the trip except the last part, leaving San Francisco, getting back to the Airport.

Never heard of this kind of road trip before considering the trip from San Jose to San Francisco is like a hour, but not your way :) Anyway I guess you could start with going east over the Dumbarton won't pay toll if you're going that direction. Then head north on I-880 to CA-92 W (San Mateo Bridge) you will be paying toll to go across $4 Then you'll want to get onto US-101 N and head to I-80 E Bay Bridge Next go on I-580 to the Richmond-San Rafael Bridge I think you'll get the $4 toll on that one too. Finally head back down US-101 over the Golden Gate and I think the toll there is $6. Now the airport is not actually in San Francisco its about 13 miles south. Stay on 101 Have fun! Stop and park prior to the Golden Gate take a walk and look around so beautiful out there! http://maps.google.com/maps?f=d&source=s_d&saddr=US-101+N&daddr=US-101+N+to:I-880+N+to:US-101+N+to:I-80+E+to:I-80+E+to:US-101+S+to:37.613874,-122.397866&geocode=FXMXOgIda0i8-A%3BFWy1OwIdqhi4-A%3BFWBBPgId3By5-A%3BFVMRPQIdsd21-A%3BFfWdQAIdCYS0-A%3BFWA0QQId5u21-A%3BFUDaQgIdjoqy-A%3B&hl=en&mra=dme&mrcr=6&mrsp=7&sz=16&sll=37.615302,-122.398016&sspn=0.007972,0.015643&ie=UTF8&ll=37.596688,-122.433872&spn=1.020609,2.002258&z=9

I think you can do all these in one day if you start... From San jose 101 North Menlo Park 84 1. Take Dumbarton Bridge to Fremont 880 *(no fee) 2. then Hayward take 92 San Mateo Bridge back to San Francisco ($4) 3. San Francisco Take the Bay Bridge 4. Then take Bay Bridge to Oakland (No fees) 5. From Oakland take 80- to San Rafael Bridge ($4) 6. from San Rafael Bridge - take Golden gate Bridge. ($5) $14 in toll fees.. hope this help

Ticket with 1 year validation usually charged on the full price basis or otherwise you could get the cheaper price with restricted class but would cost you quite a bit if you make alteration to your booking. You'd better not looking for this kind of ticket through the ticketing website(travelocity, expedia etc) but directly to the related airline's website. Otherwise contact their number or book through the travel agent. The best and cheapest trip will be those with single airlines only (without transferring from one airlines to another airlines) Try these airlines: Singapore Airlines, Cathay Pacific, China Airlines, Eva Air, Philippine Airlines, Korean Air or Japan Airlines. Those airlines flies in and out to San Francisco and has flights to Jakarta.Your ticket price would be averagely cost US$2000, but if you are lucky you could get the US$ 1500 ones. Don't book through any American airliners( American Airlines, Northwest, Delta , United etc.) because you connecting flight to Jakarta would be based on the code share price which will cost you a fortune, since no American airliners fly to Jakarta by themself. For example: you book through American Airlines, from SFO to HKG you'll fly with AA , from HKG to Jakarta it would be with Cathay, but since AA is putting you on a Cathay's flight, the price is different and surely a lot more expensive, if you book through Cathay you might get US$ 1800 while if you book through AA you might get US$ 2500 for the same exact routing.

Easy. Take Amtrak (Capitol Corridor) from Sacramento heading west. Get off at Richmond and transfer to BART, which will take you directly to SFO airport.
